The findings of the Munich Security Index (MSI) for 2025 reveal this significant shift.
- The most notable changes were observed in the United States and Canada, where concerns regarding Russia have now fallen to 15th place (previously 2nd last year).
- For the British, the threat from Russia has dropped to third place from first last year, while Germany has seen it fall to fourth from second, France to sixth from fourth, and Italy from 12th to 13th. Meanwhile, Japanese citizens maintained their assessment, keeping Russia in fourth position.
- In China and India, Russia ranks as the second and first most significant issue, respectively, among a list of 32 risks; in Brazil and South Africa, it has moved to fifth from the bottom, although it was ninth a year ago.
- Over the year, Russia’s negative rating improved from 20.9% to 18.0%, while Ukraine’s positive rating declined from 32.6% to 28.3%.
The Munich Security Index is produced by the Munich Security Conference (MSC) in collaboration with Kekst CNC. The survey, conducted from November 5 to 25, 2025, involved 1,000 participants from each country. Russia was excluded from the survey in 2022, but it was conducted in Ukraine.
